How does that work?

Basically putting assets in country that is more stable and has predictable market. The cars can be parked in borders and be subjected to tariffs only during sales. You don't want the gov to tax your inventory before sales. And not when the tariffs is unpredictable. One spat and the tariffs could rise to 20% or more.
